I've never given Tylenol to such a small baby. But I'm sure you can. Maybe someone else can help you with that.
I got an amber necklace for baby.
You put it on around the babies neck like a neclace. Tuck it into the outfit so its dirextly on the babys skin. At night you can wrap it loosely around the babies ankle. Worked wonders.

I would NOT just assume a 4 month old is teething without having them examined my their ped. How do you know they don't have an ear infection etc? Unless you had the baby checked out and just didn't mention it.
Also, tylenol is based on weight, not age, so it matters most how much your infant weighs.
