Because they will still need somewhere to live, and its a nuclear solution to what is hopefully a short term problem.
Couple 1 had enough money to purchase the home, and will have the money to live on again (hopefully). There are too many costs and consequences to forcing them to sell for a short term issue. Taxes and fees and moving costs. They're going to lose $60,000 to get the $30,000.
OTOH, if they set it up that way -- they put all the money in the house to force others to help them pay for food, eg --my feelings are different.
It would also be nice for them to pay it forward when they're back on their feet.
For couple 2, there aren't transactional costs of using savings.
