No, it cant. Just because you know many who do it (per your previous comments on this thread), if you come up with a different address for your husband to claim he lives at, but really he lives at home - that is fraud.
Defrauding the government is also against halacha.
I’m locking this thread because it’s against the rules of this site to seek help breaking the law.
