If you notice someone putting their baby in the car and there's no car seat (baby about a year) and probably not strapped in but their being driven 3-5 min away, would you say something

No, unless it's my sister/close friend & I know they'd receive it well.
Otherwise, MYOB.
(And why do you assume that baby isn't belted?)
(Btw, car seats aren't required by law in taxi, & children out of doona/infant car seat stage aren't generally in a car seat when taking a local cab ride. They're belted & it's fine by law.)

Just because something is fine by law doesn't mean it's fine

If there was even a chance they'd listen to me, whether because they'd be embarrased to openly neglect their kid ir becaus they somehow dont realize the danger, yes, I would.
I assume you mean a kid directly on the seat of the car, no booster or anything, and no one holding them on their lap. A 1 year old can't be trusted to stay in place for 3-5 min.

I would say a kapitel tehillim for their safety.
I'd assume it was extenuating circumstances and not the norm.

For their baby I’d silently pray
But to them nothing I’d definitely say
Just look the other way
Because to start an argument it just doesnt pay

Baby was put on the seat? Being held? I’d say where is the car seat.

I'd only say something if the mom came from a foreign country where she possibly didn't know car seats are required in the US. Or similar.

If mom is a typical American who is aware of the law and safety issue, you pointing it out won't change anything. Unless you want to offer to buy her a car seat, etc.

The problem is that these adults know how wrong it is and still won’t use a car seat. They’re not from the 1970’s.

I know too many of these people. You telling them something will not help a thing. They don’t care enough to be bothered.

All you can do is say a bit of tehillim and that’s it.

Regarding the bolded- this is very location specific.
In some states car seats are required EVEN IN TAXIS.
New York and California are two states that REQUIRE car seats in taxis.

Google your state.

Besides which- just because something is the law- that is the minimum requirement. Doesn't mean it is always safe or best practice.

I would NOT say something.

They know what's safe and what's not safe.

If you have only seen this happen once, it could have been because there was no other option. MYOB.

NYC does not require by law car seats in local taxi or uber. NYC law allows children 7 & under to be held in a taxi/uber, or be seat belted.

I would be passive-aggressive and offer them a car seat. Either to give them one from my car/garage in the moment or if I didn’t have one to send them one from Amazon-next day delivery, as they shouldn’t be without one. AND that I can babysit or run their errand so the baby is not in the car without a seat. I would verbalize this quite politely but without mincing words. (DH would think I should mind my own business)

B”H I have the finances to buy one (not a fancy top of the line name brand, but a Graco from Target)

Yes, passive-aggressive is my go to and it is quite effective. Feel free to throw tomatoes.
