my friends husband has a thick Isreali accident and you can hardly understad
him .He told me that if a ISRAELI returns to Israel
THIS YEAR ONLY he gets benefits . What was he talking about ?

There are benefits for a "toshav chozer" (returning resident) and "ezrach toshav" (resident citizen) similar to those of an "oleh chadash" (new immigrant). However, they are only good the first year in the country, unlike the oleh benefits which are good anywhere from a year to seven (depending on what it is).
