From the detailing on the sleeves it looks like a sweater dress which is much fancier than a regular cotton dress. I agree that it would be a cute summer dress with pretty shoes and hair accessories.

I actually bought it for my kids and I was thinking it was for nice weekday - chol hamoed, a bris etc.

For home yes but I probably wouldn't if I was going out, I dress my kids up for going out on Shabbat etc but that is rare as we're not in a community really.
Take that with a grain of salt though as I only have boys!

It's cute but you can probably find something nicer, check out JC penney or sears. They have alot of holiday dresses on sale or on clearance.

For a very young girl (younger than elementary school age) I think it's nice enough for Shabbos.
