In my opinion, that's what really makes the big difference. I taught in a special ed school in the Bronx for 2 years, and the majority of the students in the school were mainstreamed into regular ed. The trick was that each teacher had to submit a monthly goal for each child in each domain and track the child's progress. The problem with public school is that its the same goal for each child- pass the test. Even though all special ed kids have an IEP, I've seen too many classes where the entire class has the same exact goals because whoever wrote the goals was too lazy to look at what the child is up to.
