No, the peel is left on the garlic. One sensible thing that I have seen is a thin knit top that is easy to pin the jewelry onto BEFORE putting it on the baby - this is put on on top of normal Shabbos clothes. Don't forget to find a way to label the jewelry so it all goes back to the right people .
