One can understand the word 'foreigner' in several ways.
I think that Badtichelday and others mean it in the sense of someone who is not a member of the group that claims the land they live in as innately 'theirs'.
But foreignness can also be something cultural.
I've lived in Israel for almost 38 out of my 51 years and while Israel is obviously my homeland as a Jew, there are situations in which I still feel like a foreigner.
