I know so many people named Elisheva, mostly jpf, some MO. At least a few are named for Elkas. What is unique is the Purim connection. That is not something I had heard before.

Litvish-it's not an extremely popular name (like Sara Rivka Rochel or Leah) but does not raise any eyebrows in my circles.

There are many midrashim connecting shoshana and Esther... Shushan (lashon shoshana) is called that because of Esther who was in achashveirosh house like shoshana bein hachochim, her maasim tovim spread like the smell of a rose

Agreed.
To me, Elisheva is almost the perfect universal Jewish name. It checks every box.
Biblical
A tzadekes
Beautiful meaning
Several nicknames
No ch sound or otherwise challenging to pronounce
Has a bit more pizzazz and not so plain.
