I don't want her to swim in it but I want it to fit two years

I dont know about older kids. I got a 6 for my average size 4 yo and its a bit big on him. He wears size 5 clothing but coat comes size 4 & 6, no size 5. I sized up. So I would say take size the kid usually wears
