Look at the mountain buggy duet V3. I bought it 4 years ago, didn't use it much as my 2 year old loved to walk but really enjoyed it when I did.
I also bought the front facing seat/bassinet and it changes to a basket if using as a single.
It has extra tall seats so should fit your 3 year old in comfortably.
I used it in Israel and was easy to push. I highly recommend it.

Depends a lot where u live. Are u always in ur car and kid only walks a bit then prob not needed. But if u walk then forsure buy one.
I also find that the older kid has to adjust to the new baby and then being kicked out of the stroller is hard for them. It can make things way easier if you have a cozy spot in the stroller for them.
You can look at it as an investment.
U buy it once and have it for all ur kids.
