Do all buses/vans with 2 year olds need a teacher on bus (to supervise)?

Are you asking about legality? I personally would not send without a teacher. The drivers only job is to drive, and two year olds need help. Besides, I don't think it's safe to have one adult with no other set of eyes and ears.
