Evaluating is no big deal. It's like checking the ears to rule out an ear infection. What is the harm in requesting one? The evaluators are very trained and can tell you if there is a reason for the delay other than 'laid back'. They will not be allowed to approve services without a reason, so don't make a big deal about it.
