The Childrens Place has really cute warm tights every winter. I'm not sure what the price is, but by the time you need them they are usually on sale.

go to lands end overstocks and see what they have. they're warm and they last forever.

The average price for the cotton knit tights in BP hosiery stores is $6-$7.
Look out for sales at the Children's Place and Old Navy, for something cheaper.

If you know anyone who lives by a WalMart who can shop for you, they have little girls/toddler girls tights for $3, all cotton. Some plain, some ribbed, etc. A few main colors (white, pink, cream, black, brown, red). I just stocked up on some.
I have a friend in my town and she'll pick up things like this for her daughter in brooklyn.

there is a thrift shop on avenue Y and kings h. all tights are 99 cents. I dont rmmbr exact location sorry
