If I have a dish that says it's microwave and dishwasher safe, does that mean it's safe to put it on the hotplate on shabbat?

Certainly not if it's any kind of plastic.
If it's ceramic or Pyrex, probably. I assume you mean the kind of hot plate that keeps cooked food warm, not one that can be used for actual cooking.
