I don't want to enter this argument but from what I understand its because the immunities are not EFFECTIVE under a certain age. My baby got chicken pox at 7 mos (yes from an unvaxed 3 yr old neighbor) and my Dr. told me that she can get it again b/c the immunities don't really take hold under a yr (which is why they give the varricella vaccine at 1 yr). So I either have to vaccinate her after a yr or be ok with her getting it again.

That's the lumping of all vaccines together again.
Yes, for some, the immunity won't be effective completely beforehand (or even partially I suppose); but for many others, it is because it is considered too dangerous to give so young.
And for some, the immunity will wear off because it is given young, hence the need for boosters.
