I was looking for an answer to this question online, but without success.
In russian cooking there are a lot of recipes that call for soaked white bread. Such as meatballs, fish cakes, chopped herring, and etc. I tried using bread crumbs, but it's not the same.
Would one then make a hamotzi on a meatball if it had bread as one of the ingredients?

Not if it's less than a kazayis.

ASK.

I asked and was told no, just like you don't say hamotzi on kneidlach. (At least I don't.)

Ditto on the asking.
A lot depends on whether the bread is detectable as bread. there are other factors. I made a casserole and was told that it's best to wash on something else when eating this. That of course, was that particular recipe with chunks of bread, not crumbs. YMMV.

That's one reason my father washes for every meal. It covers all bases.
You need to look up brachot. What is ikkar and what is tafel. The bread in meatballs is tafel: it's just there to hold the meat together.
So sayeth the non Rabbi Tamiri.
For something such as bread pudding, you need to ask to find out whether it's best to wash to a small piece of bread before eating.
