I'm looking for an original cute idea of how to dress up my 16 month old girl! NO animal!!! Any idea? I am ready to spend between 15-25 on the costume! (Please also include idea for MM!)

You can go for nautical MM theme (salty pretzels/chips, water, life saver candies, etc.), or a patriotic "red, white and blue" theme (american flag, apple pie, etc.)
$14.99 @ buycostumes.com -- doctor (a unisex costume)
Another apple theme ("an apple a day..."), or something body-part related (elbow macaroni salad, etc.)
$16.99 @ buycostumes.com -- Rag doll or Little Red Riding Hood
MM would be rustic, maybe muffins/pies, or cheeses?

You can dress her as a strawberry. It's very easy to make. I made it in the past from red felt cut twice in a strawberry shape (for the front and back) you use ribbon to tie it by the waist and with a black marker make dots. For the hat you make a green beret with a leaf on top -also from green felt.
For mm you can send strawberries, strawberry pie, strawberry juice, strawberry candies.

OP here... I'm thinking of dressing her up as a strawberry short cake- what can I give for MM? I don't wanna bake a strawberry short cake...
