does it mean I can get a free precut wig, or that I just get the cut free?

It's a gimmic. It means they are not going to charge you extra for a wig that was cut prior to your buying it. IT IS NOT a FREE WIG. Someone posted about this a while back thinking they were going to get a free wig.
