Do we have to do it weekly, monthly, yearly? Are money gifts considered income? What are rules concerning Ma'aser that the ordinary person might not think of?

These are questions for a rav.
AFAIK, there is no "weekly, monthly, yearly" requirement.
AFAIK, money gifts are considered income.
There are lots of rules with ma'aser, which is why you should ask a rav...

I have heard you should pay off all maaser owed before rosh hashana.
