I think it's crazy that with all the money which goes into attracting new Oliem there still is no intensive, Israeli style Ulpan in America. Sorry for the rant but it really baffles my mind.
Anyway, I know Hunter College in NYC offers a BA in Hebrew with all 3rd year classes being taught only in Hebrew.

Get yourself a private tutor, that way you can learn however many times a week you wish and when the tutor finds you to need either more or less time, s/he will tell you.
I know a few people who did this before they made aliyah.
