I'm asking for my sister- is there any hotline that could give her advice regarding chinuch of her son that doesn't cost money since her husband doesn't want to spend money on help?

every time he gets a no from my sister he looses it and behaves terrible and harasses her- he was only an child for many years and he has a very hard time to get used, that there is suddenly other siblings around

There was something called the Eitzah hotline... I think it still exists but don't have any more info. If you have a Jewish phone book directory thing maybe it would be in there.
