What about spousal income. Gifts. Investment income.

If you're a double income household with a joint tax return?

Yes
A two income household makes this possible. If you have other sources of income (investments, shareholder or partner in a company that passes on the tax income), then especially so.
If this is the situation, you can have your employer deduct an additional amount.
