I recently bought a candelabra so I know a little about buying one. It's very hard to compare the ebay picture to things there are in a store. You have the weight and quality of craftsmanship to consider: is it machine made or hand made. If machine made is it "stamped" cheaply or done with care. This one looks like it has a weight in the stem so of the 40 oz total weight noted, how much of it is silver etc. etc. If you want to price a candelabra here in Israel you need exact manufacturer and model.
Regardless of where you buy an important piece of silver, do your homework!

Ask about a 7 candle one. Some pple don't use it b/c of the Menorah.I don't know if it is halacha or minhag.

They don't make one with 7 branches, if I am not mistaken (I was looking for that). I think it's because that is what was in the Bet Hamikdash. So there are either 8 or you can have 7 with another candle holder in the middle. That's what I did, and I had a lovely silver thingy made which fits into the center candle holder so that it looks decorative and I only use 7.
