Can a kid play an instrument during sefira? If it makes a difference, the child is unable to play anything complicated, we are up to twinkle twinkle little star and such.

In general, if only for pleasure, probably no. If for learning/ regular practice, probably yes.
That's for an adult. I don't know if it's different for children.
Eta: how old is the child?

My Rav told us if it's due practice purposes than my kids can. They are above Bar Mitzvah age. Please ask your rav

I'm a music teacher, and my rav says when it's for chinuch it's fine. But I tell each of my families to ask their own shaila if they are not sure.

My Rav said for practice is fine but not for fun (also for a 7 year old). I've also been taking lessons and he said I should do only technical things (like scales) and not actual songs.

My rabbi always said that if you are taking lessons, then practicing is fine, even if it includes actual songs. Even when I was a teenager and could play actual music. The reason is because it isn't that live music on it's own is assur during sefira, but rather it is assur in the context of a simcha - a public gathering / party / event etc which makes people happy. But practicing on your own for a purpose (lessons) has no overlap with observing sefira or that sort of 'aveilus'.
Obviously, ask your own rabbi, I'm sure there are other opinions.

I used to take piano lessons and was told for practice I was allowed, though not for pleasure.
