It’s equal to any busy 2 way street.

No. I live right off 13th. My responsible 9 year old may not cross the street. She may be very responsible , but I constantly see irresponsible wild drivers that don’t obey the traffic rules.

Are you kidding? I barely cross myself! I usually try to secretly tag along behind some lady with a big carriage, hoping any careening vehicles will think I'm the bubbe and resist the urge to plough me down.

I don't even let my 8 yr old cross our dead end street out here on my quiet cul de sac.

Nopes. I start allowing one way streets at the age of 10 if the kid seems responsible.

Heck no. I'd sooner let my kid cross a 4-lane 2-way street that has normal traffic patterns. 13th avenue is like the Wild West.

Mature responsible 8 yr old can start crossing one way streets. I don't allow them to cross a one way street where a car can turn in from the avenue though. Once they can do that , I upgrade very quickly to 13 and 14 Ave which are both one way Aves, with the same rule of crossing where cars can't turn in. For example: 13 and 53 has 2 spots to cross. One is from Shomer Shabbos shul to Freund's Dry goods which would be a no-no. But the other side from Astoria Bank to Cell Store would be a Yes.
Also, some 8 yr olds are still too irresponsible. You gotta know your kid. And also, make sure to teach them to wait for light, look before going, not to cross in middle of street etc. Don't see why 13th Ave would be worse than other Aves.
