Hotel philarmonie (mercure) is a very decent hotel and reasonably priced. It's located on the same block as a popular kosher milky restaurant 'tibs' and close to kosher stores/butchers/judaica/chocolatier etc.
It's not next to tourist attractions, though the metro is just down the street. Not terribly far either as Paris isn't all that big.

How much do you want to spend is the question, and how many stars you looking for? Potentially you could be priced out of many neighborhoods.

Paris is quite big from one side to another! but this area is perfect for your needs. I do assume youll want the touristy stuff too, so you will have to do métro or uber.
