I have food stamps and recently got $21 in cash money on it. Google (actually leads to imamother .lol) tells me it's a yearly payment for Heap. How do I access it? Can I use it at any grocery store to buy non food items?

You could use it at any store that accepts EBT. You tell them it's EBT cash.
