They go on and off depending on light in the room, and when someone passes and blocks light.

I bought some by mistake, so now I tape the sensor.

You did the right thing by taping the sensor. I was told specifically to get on/off switch ones.

I remember in my old neighborhood, there was a particular house that had floodlights that would turn on if you walked past them at night. We all had to be very careful walking home from shul, that we wouldn't accidentally turn them on. It was annoying.
