Can Insulated bags for food, like the blue Trader Joes bags, if they were used for Chometz, be used for Pesach, if cleaned ?

Of course you can clean it and wipe it down. You don't put hot chametz directly in the bag, do you? (I'm trying to imagine shlepping around barley soup in a bag.)

Ask the Rabbi but I think if you used for hot or warm it would be very wrong to clean and reuse pesach. But thats why there is a Rabbi or call 845-halacha

Containers can be warm, but no food ever goes in there without some sort of wrapping.
I know people use tablecloths after washing them.

It depends which fabric. Also a good Q for the Rabbi.
