Yes, there are definitely shuls and young families like that in both of the communities you mentioned. Rabbi Berger's shul in Baltimore is full of serious B'nei Torah, many/most of whom are working but care very much about staying connected to Torah, and they have a wonderful Rav who leads them.

Passaic and especially Clifton are growing rapidly with lots of young transplanted Brooklynites who are working and priced out of the Brooklyn housing market, and there are countless shiurim and learning programs there. I know someone there who loves Rabbi Spira's shul and says it's full of families that fit your description, and I'm sure there are many other options as well.
