What are the halachos I need to know about putting on shabbos makeup on shabbos or yom tov?

Some hold that it's assur, some hold that it's ok. You need to ask for yourself. Blush and lipstick are definitely assur because you may not apply color.

This is totally inaccurate. Some that it's assur completely. Some hold that it's fine, given very specific parameters. This includes certain blushes and lip powders, regardless of color. But again, you need to follow the specifications for using each one. I strongly encourage you to speak to an actual rav/ posek. Anyone can tell you anything here, but it's doesn't make it halachically ok.

Unfortunately many women use it regardless if they were told it's assur and many don't even ask. Very little poskim pasken that it's 100% ok.

I honestly have no idea what you're trying to say? But you're incorrect that blush and lip color are always assur. All shabbos makeup involves color, and that's the major reason for the specific ways they have to be used. There are major poskim who allow it, given certain parameters. No one says all makeup is fine.

Only powder, and only certain pigments, may be applied. So purchase specific shabbat makeup powder that has an ok from a rabbi you approve of

Halachos as follows:

1. Face must be dry and clean from any other makeup.
2. Makeup must be in powdered form and cannot be compacted like regular blush (has to be broken up into powder before shabbos).
3. You cannot blend two colors together to create a new shade. You cannot brush blush on top of foundation powder. Blush directly on cheek where needed and face powder of separate areas of face.
4. You must use a separate brush for every color so you are not blending two colors. No sponges, applicators or fingers may be used.
5. You can reapply the same color with its own brush as often as you like. You may not apply Shabbat makeup onto non-Shabbat makeup (that was applied before Shabbos).
6. You can remove makeup with makeup remover or wash your face with liquid cleanser (without cotton or ​pre-soaked pads). Rinse off with water, dry with a pre-cut paper towel, and then with a towel.

There is a Shabbos brand that sells spray on liquid mostiruizer that you can spray on your face before applying the powder .

While you can moisturize your face with a spray on shabbos, one of the halachos of shabbos makeup is that face must be dry and clean of all substances before shabbos makeup is applied. I doubt any rabbi approves it for makeup use, just on its own if you want to moisturize your face without makeup.

@ra_mom I don't understand #5. if you cant apply make up on top of old make up then you need to go in to YT barefaced?

You can only apply it to a clean face, or add more of the same color powder with another application (as many layers as you'd like, of the same color powder only).

That means I usually wear regular makeup the first 24 hours then shower and wash off. And apply the powder on a clean face in the morning.
