What needs to be done to become a Section 8 landlord in Lakewood?

My tenants in the basement had HUD. We only had to sign a contract and made sure to pass inspection.
Obviously in case of a basement, it needs to be a legal appartment !(size of windows...)

Do you need to fill out an application with hud and be approved before they do the inspection for the tenant or once the tenant lets them know only that one inspection needs to be done?
