If my average sized infant will be 10 months for RH should I get her 6-9 or 9-12 dress for yomim tovim?
I heard their sizes run very big.

If it's a two piece then 6-9. Same size if it's a dress (sometimes you need even smaller for dresses). If it's a footed stretchie then 9-12.

Also keep in mind that babies stay in size 9 months (or 6-9) much longer than they stayed in 3 months and 6 months. Their grow at a much quicker pace at first and BH grow out of their clothes very quickly as newborns. They wear size 9 months clothes for a while before they are ready for 12 months.

They're a bit bigger than Carter's, but not huge. My smallish 9 month old wears a 6-9 months and it fits well.

I dont know about the little baby stuff, but my baby is outgrowing the 9 months in Carter's and the childrens place 6-9 months fits him very nicely.

A ten month old usually doesnt fit into a 6-9 months but it depends how it runs & also if its a dress you dont want it to be too shlumpy but rather short maybe with a legging under it
