Seems to be especially reacting to chlorine, but she goes swimming every day in day camp.
It's so dry it looks flaky, but moisturizer doesn't seem to be helping and even the moisturizer seems to hurt her.
Any tips or best products to use?

Sounds like mild eczema. Has she dealt with that before? Also possibly reacting to sunscreen, it's very individual what people can tolerate no matter what they claim on the bottle. I find it helpful to use aquaphor on affected areas *before* exposure to anything she's sensitive to, as a barrier. And also after, as a moisturizer.
