I believe you have to go to the US embassy or consulate. The state notary rights are not transferable once you leave a state, and can only be performed in the state you are registered in...

This. And it costs somewhere around $50. Would what you need notarized work to use an Israeli notary?

I feel like I remember hearing that all lawyers are notaries. Maybe someone else here can confirm.

No, not all lawyers are notaries.
We've used Simon Seitz. He's in town. We were happy, nice guy.
