Flour from a unsupervised mill most likely contains water. In the USA you can legally sell flour where there is a percentage of water adding to the weight. That would be a tremendous issue with using regular flour.

Even if you can guarantee tge flour or wheat was never washed

While of course it's possible to make kosher matza at home, it's way easier to mess up and make it chametzdig. If there is commercially available matzah with a good hechsher, that is generally preferable. Making matzah on a grill sounds sweet until you consider that people may not be adequately kashering their grills. Also, a brick/stone oven is strongly preferred. After WWII, my great-grandfather built an oven with bricks and got whole grains and made his own flour and worked really really hard to make sure the matzahs were kosher. This is not an easy task to be taken lightly.
