On the bag it specifically says that it measures the same as sugar. However, if you're baking with it, whatever you make will definitely taste better (and the texture will be better) if you use a mix rather than just Splenda.
Splenda Brown sugar measures differently, but it has the ratios on the back of the package.

There's a special Splenda for Baking. It's different than the stuff you put in your coffee. It is 1/2 c of Splenda = 1 cup sugar

I have the type that is for baking and cooking (says it right on the bag). It also says on the bag that it measures cup for cup and spoon for spoon like sugar.

Unless you're using splenda-specific recipes, which you can get from their website, I'm not sure that splenda instead of sugar in baking will work, because when making a cake, there is a certain amount of bulk you're supposed to have, sugar is not just for sweetness.
So, go to the splenda website and see what they say about substituting.
