Is travel allowed now for US citizens to Israel? Not asking for a debate just want to know if allowed and if so what restrictions? Two week quarantine?

No, but Elal is allowing flight bookings from September 13. If the restrictions are still in place then, then I'll guess they'll let people move their tickets again

I read (I think in TOI) -- that the plan was to open the country on June 15. However, the open date has changed many times -- and there is no reason to think that June 15 is the date...but as of now, non Israeli americans cannot get in. You can apply for a special visa -- but it is not easy to get. There are strict criteria -- and its hard to know what they actually are.

Not June 15th any more. They've definitely put it off until at least July.
The main condition for coming g in is an Israeli passport. A student visa sometimes helps.

Only to student visa families who have a home here. They've retracted permits from all single students (or at least that's the case with yeshiva students).
