I want to go away with my husband and baby in august for 1-2 nights. Should I bother planning? Does anyone think hotels / tourist sites will be open?

On the east coast NY/NJ area

Yes. if everything goes as scheduled, Phase 4 is July 20.

Most hotels are currently open, so that's not a concern, as long as you personally feel comfortable staying there. Tourist sites is a completely different question though. Outdoors should be fine. Indoors will really vary by local laws and restrictions, as well as independent owner's financial decisions about whether it's worth opening for such a short season.
