If they tested positive after being quarantined for the requisite 10 days?
Our shul now only lets men back in once they test negative. This could take weeks...

if they have IGG antibodies (showing they had it in the past) then they are no longer contagious.

I work in a dialysis clinic. You need 2, yes 2, negative COVID tests to come back. (You dialyze in a COVID positive center until then and in a PUI center if you were potentially exposed but haven't tested positive).
Absolutely, Shul should NOT be letting them in without a negative test.
