I’m not talking about older babies,’but my gc grow out of newborn too quickly and they end up scratching their whole faces.

Mazel Tov on your baby! Might I suggest just being on top of cutting his nails? Set reminders and stuff.
Babies use their sense of touch a lot to explore the world. Touching and feeling builds strong neural pathways. Covering up his hands (and feet!) too often isn’t good.
When it’s too cold outside, maybe get mittens or use socks.

Do you mean an undershirt or more of a footie idea? I've gotten both types on Amazon in bigger sizes, 6,12,18 months.

From a developmental perspective, it's not recommended to keep babies hands covered. Just mentioning this in case you're not aware. However, there are some circumstances in which it makes sense, such as when baby has eczema and it hasn't gotten under control.
