Puzzles are great for three dimensional thinking (you need to rotate the piece on three axes to solve it), spatial thinking, and image recognition (this is a hand, it goes by the arm). But there are lots of toys that encourage problem solving- anything that builds- when it inevitably falls down, the child needs to figure out why the structure was weak in the first place.
If you want to encourage fine motor skills, the best way to do that is play dough/challah baking, cutting with scissors, and coloring. Look into Learning Resources fine motor skills toy set and try to incorporate those into some type of play.

Depends. Imagination doesn't teach turn taking or being able o take in many small details in a confined space, etc.
