Not sure what you mean by musty, but urine could have a stronger smell if the kid isn’t drinking enough.

Drinking enough & having quite full diapers.

Any discharge? A yeast infection might also be another thing to be concerned about. But yeah definitely get checked for a UTI. For all you know the toddler might be experiencing symptoms that are quite literally masked by the diaper (urgent need to urinate, but then releasing only a small amount, etc.)
