I also know that proverb with the word "nisht", and for the reason "Sprinkles1" wrote above. Also b/c show a foolish person a job half done, he'll be critical of what is lacking. And why is it lacking? B/c the job isn't yet completed. But, the fool doesn't think of that.

I can't believe nobody said

Unless someone did say it and I didn't see it....
I don't even know how to say it in English . Loosely translated, the person who you think did it probably did because it's that obvious!
There are so many good expressions that loses it's קנאק once you need to translate it
