Is it normal for a kid to be equally exposed to 2 languages, speak one but refuse to speak the other? though definitely has receptive language skills in English too.

Yes, give it time.
It has to be consistent what Language each adult uses so the kids can make a distinction in their head.

This. When I first started talking, I never responded to my father because he would constantly switch between 2 languages.
Pediatrician explained that a child recognizes two separate languages, but needs the adult(s) to be very clear and consistent as to which language s/he speaks. Otherwise, child gets confused and shuts up.
