If I see an OU-P marked on food can I assume it is Kitniyos-free?

Yes. Unless it says specifically l'ochlei kitnios

I think OU has a separate designation for OU-P Kitniyot. So if it is plain "OU-P" then it should not have kitniyot.

The OU relies on a leniency that kitniyos can be botul so it’s possible that they will give an OU-P on a product with minimal kitniyos.
