Plants, or seeds?
Where are you located? You cannot ship live plants across state lines. You cannot import seeds across countries.
If you are in the US, you need to contact your local nursery. If you are in another country, look locally as well. Nobody is going to sell you live plants if you are not local. It just won't happen. Your Department of Agriculture does not play games.
If you are looking for exotic seeds, you can always order them off of Ebay. Some sellers will ship to your country, and some won't. Even if they do ship internationally, you run a huge risk of them getting seized by customs, and paying a HUGE fine. Or you could take your chances, and your seeds will arrive with no problem. Flip a coin.

I order from Etsy and had good luck. Look for a seller they will ship fast.
You can still start seeds in NY.
