What's the best (safest, not necessarily cheapest) way to get from the airport in Tel Aviv to Yerushalayim (Har Nof)? I'm not looking to spend megabucks, but I want to stay safe. Any ideas?

Nesher. Sherut service that is door to door from airport to jerusalem neighborhoods.

im assuming she's scared of buses?
a taxi to har nof is 200 shekels so if there are 4 of you, it might be worth it since the nesher can go all around yerushalayim dropping other people off before they get up to you. depends how much luggage you have though...
